Resource Library/Aegis Quality Kits/Workforce Competence Kit
Workforce Competence Kit
Show competence, not attendance: the matrix, operator authorization, retraining done right and training that is checked for effect.
Start with the handbook: it sets out the workflow, who does what, the weekly rhythm, a 30-day setup plan and one worked example that runs through every tool below.
The kit, step by step
Each tool is free on its own page, with its own worked example from the same story.
- 1
Workbook · AQL-G01Training and Competence Matrix
Who can do what, at what level, on which shift: twenty skills against your people on a five-level scale, with coverage counted for every skill, single points of failure flagged, and a training plan that closes the gaps.
- 2
Workbook · AQL-G02Operator Qualification and Authorization Record
The evidence behind every stamp, release and signature: a qualification record for each person and task, a register that shows which authorizations are current, due, lapsed or expired, and a stamp log that keeps every stamp traceable to one person.
- 3
Template · AQL-G03Retraining After a Quality Failure Record
Decide whether retraining is the right response to a quality failure before anyone is retrained, tie it to the corrective action that changes the job, and prove the training worked on the job. Retraining here supports a corrective action; it never stands in for one.
- 4
Workbook · AQL-G04Training Effectiveness Evaluation
Show that training changed what happens on the job: set the change before the training, evaluate it on the job and in the results after a set window, and keep every training's evaluation on one register with what happens when it did not work.
- 5
Checklist · AQL-G05Quality Awareness Briefing Checklist
A short, practical briefing a supervisor can give at the start of a shift: what the area makes and who flies it, how each person's work affects conformity and safety, what to do when something is wrong, and a check afterward that the message landed.
- 6
Workbook · AQL-H06Transition Training Needs Assessment
Who needs to know or do what because of the IA9100 draft changes, how deep, by what method and when, with the hours it takes and a record of the transition topics for each person.

The problem it solves
In most small aerospace shops, competence lives in the supervisor's head and the training file lives in HR. The two drift apart. A skilled setter leaves and second shift discovers that nobody else can set up the 5-axis mill. Stamps are issued on someone's word and never revisited. Every escape that involved a person ends with 'operator retrained', and the same error returns on another shift. Awareness is a signature on the quality policy. An auditor asks how the competence of the person at the machine was determined, and the answer is a sign-in sheet. This handbook is the operating manual for the Workforce Competence Kit: one system that starts from the product, records competence on evidence, counts coverage by shift, authorizes on demonstration, trains for change, evaluates on the job, and treats retraining as support for a corrective action, never a substitute for one.
Who uses it
Quality managers, production and operations managers, supervisors, trainers and HR, with the general manager who decides resources.
When
When competence records do not match who actually does the work; when a key person leaves; after escapes closed with 'retrained'; when a new program or customer arrives; or a quarter before a surveillance or customer audit.
