Use one scale for every skill so the matrix can be read across: NR not required for the role; 0 required but not trained; 1 in training; 2 can do with supervision; 3 qualified, working alone; 4 can train and assess others. The jump that matters is from 2 to 3, and it happens only on an assessment.
| Assessment method | Good for | What makes it sound |
|---|---|---|
| Observed on the job | Setups, inspections, any task with steps | A stated standard; enough repetitions (three to five); an assessor who is not the trainer |
| Work checked after the fact | Tasks done alone: first pieces, certificates, programs | Independent re-check of real work; every difference investigated |
| Side by side with a qualified person | Inspection and measurement | Both inspect the same parts independently; results compared characteristic by characteristic |
| Test or questions | Knowledge behind the task: drawings, requirements, procedures | Used with one of the above, never alone for a task that touches the product |
