Competence is the quality system's most important resource and usually its least managed. The patterns are the same in most shops we have worked with:
- Records that describe training, not ability. The file shows who attended what. It does not show who can set up the machine alone, release a first piece, or stamp final inspection.
- Job titles instead of skills. 'Machinist' covers someone who can run a proven program and someone who can set up and prove out a new one. The difference is where most setup escapes start.
- Coverage nobody counts. Five people can do a task on first shift and nobody on second. It shows up as a setup done by whoever is there, or a lot held until morning.
- Authorizations that never expire. Stamps issued years ago on a supervisor's word, vision exams lapsed, a departed inspector's stamp still in a drawer.
- Retraining as the answer to every failure. 'Operator retrained' closes the corrective action, and the condition that made the error possible stays in place for the next person.
- Effectiveness measured by attendance. The training happened; whether anything changed on the job is never checked.
- Awareness as a signature. People sign the quality policy at onboarding and cannot say, a month later, which feature of the part in front of them matters most.
None of these is solved by a better training form. They are solved by a system that starts from the product, measures ability rather than attendance, counts coverage by shift, controls authority, and is reviewed every month by the people who decide resources. That is what this kit gives you.
