The problem it solves
Most shops can produce training records; far fewer can answer the questions that matter on a Tuesday night: who on this shift can set up that machine, release a first piece or stamp final inspection? Training files sit in HR, the real picture sits in the supervisor's head, and the gap shows up as a setup done by someone not ready for it, a lot held until morning, or a finding when the auditor asks to see the competence of the person at the machine. This matrix puts every skill that touches the product against every person on one page, on a scale that means the same thing everywhere, counts how many people can do each skill on each shift, flags the skills held by one person, and turns each gap into a dated line on a training plan.
Who uses it
Quality managers, production and operations managers, supervisors and HR, together.
When
Set it up once, update a person's levels whenever training is assessed or a role changes, review coverage monthly, and bring the summary to management review as the competence input.
