The Quality Performance Kit HandbookChapter 4 of 20

Who does what

A performance system needs an owner for the system and an owner for every measure. Most broken reporting has neither: the quality manager assembles everyone's numbers and owns all of them by default. Agree this table with your general manager before you change anything.

RoleOwnsDoesDecides
General manager or plant managerThe meeting and the prioritiesChairs the monthly quality meeting; approves improvement cases; receives recovery reportsResources; which problems get money
Quality managerThe system: definitions, cycle, reportsChecks every count, writes the comments, runs the NCR and cost analysis, prepares the meetingWhether a change is a signal; what goes to the general manager
Measure ownersOne or more measuresCollect the count from the source on time; explain any move; own the action when it is off targetThe action on their measure, with the team
Quality engineerNCR classification and trendsClassifies NCRs with the finders; reads the Paretos; proposes the month's corrective actionCause category on each NCR
FinanceSales and cost figuresSupplies the month's sales and agrees the cost rules and ratesWhich costs are actual and which estimated
Production supervisors and leadsTheir area's actionsBring the floor's view of each problem; carry out actionsHow a change is made on their shift

Write the measure owners on the KPI register (AQL-F10) by name. A measure owned by 'Production' is owned by nobody; a measure owned by L. Nguyen gets an answer at the meeting.
