The problem it solves

Quality objectives in small shops tend to fail in one of three ways. They are slogans with no number ('improve customer satisfaction'); they are numbers with no plan, set in January and read again in December; or there are so many that none gets resources. KPIs drift the same way: the same measure is counted two ways by two people, and nobody knows which ones management actually reviews. This register holds both. Each objective carries what planning it needs (what will be done, resources, who, when, how results are evaluated, who it was communicated to), its quarterly results against target and the actions behind it; each KPI is defined once, with its owner, source and the meeting where it is read.

Who uses it

Quality directors and managers who set and report the quality objectives, with the general manager who approves them and the owners who deliver them.

When

Set the objectives at the annual management review; enter results each quarter; review the action plans at the monthly quality meeting; review objectives at every management review.
