A measuring equipment system needs an owner for the system and a clear owner for every instrument. Agree this table with your general manager before you start. In a small shop one person may hold several roles; what matters is that each line has a name.
| Role | Owns | Does | Decides |
|---|---|---|---|
| Quality manager | The system | Weekly and monthly review; signs off impact assessments; reports to management review | Disposition of product in question; when the customer is told; interval policy |
| Calibration coordinator | The register and the recall | Keeps the register current, sends instruments out, checks certificates on return, raises the OOT flag | Whether a certificate is complete enough to accept |
| Quality engineer | Impact assessments and gauge studies | Runs the trace (E02), plans and runs studies (E03, E04), recommends intervals | The evaluation method; study design; the verdict on a study |
| Inspectors and operators | The instruments in their hands | Interim checks; name the instrument ID on every record; report drops and damage at once | To stop using a suspect instrument (always allowed) |
| Supervisors | Their area's instruments | Make sure nothing uncontrolled is in use; release people for studies | Who takes part in a study from their shift |
| Purchasing | Calibration suppliers | Buys from approved, accredited labs; flows the requirements down on the order | Which lab, within the approved list |
| General manager | Resources and priority | Funds replacement gauges and lab time; reviews the monthly measures | Escalated decisions; customer conversations on shipped product |
