A transition needs an owner for the whole and an owner for every line. Agree this table with the plant manager before the plan goes to management review: a plan with names is a plan; one without is a wish list.
| Role | Owns | Does | Decides |
|---|---|---|---|
| Plant manager or general manager | The decision and the resources | Chairs the management reviews; approves money and time; owns the culture and ethics items | The plan; resources; readiness for the transition audit |
| Quality manager | The transition | Runs the self-check, the matrix and the monthly review; briefs management; reads the final text against the plan | Bands; what is on the agenda |
| Deputy (usually a quality engineer) | Continuity | Keeps the matrix current; covers absences; often runs document control | |
| Item owners | Their change items | Do the work; close each item on its named record | How the change is made in their area |
| Purchasing and supplier quality | Counterfeit and sub-tier items | Sources and authorization; obsolescence; alert reviews; PO terms; levels of control | Supplier levels, with the quality manager |
| Manufacturing engineering | Planning, FOD and process items | FOD in the PFMEA; phased planning; process verification; capability | The engineering method |
| HR or training coordinator | Training | Runs the training needs assessment; keeps the records | |
| IT contact or contractor | Information security | Restore tests; access; incidents; the plan | |
| Internal auditors | Independent verification | Audit the themes now as observations; audit the final text later | Findings and observations |
