The Configuration and Change Control Kit HandbookChapter 9 of 19

Supplier changes and flow-down

Changes cross the supply chain in both directions. Your changes flow down: a new drawing revision or specification revision must reach the purchase orders and the outside processors before the first material for the new revision is ordered (8.4.3). Their changes flow up: a supplier who moves to a new plating line, changes a sub-tier source or relocates should tell you before it happens, and your purchase order terms should say so.

The Supplier Change Notification Register (C14) logs the changes your suppliers notify, and the ones you discover they made without telling you. Each is assessed like one of your own process changes: what it could affect, whether your customer's clauses require you to pass it on, and what validation you need before accepting product made the new way.
