Escalation

An action that stalls needs to reach someone who can unblock it, on a rule everyone knows in advance. The escalation guide (B13) sets tiers: overdue by your agreed number of days, a repeat, a customer escape, a safety issue, or a failed effectiveness check. Escalation is a request for help, not a punishment; say what is blocking and what you need.
