The problem it solves
Most shops control every supplier the same way: the same receiving sample, the same audit cycle, the same scorecard, whether the supplier sells catalog connectors or performs the only anodize on a flight part. That spreads attention thin where it matters and wastes it where it doesn't, and when an auditor asks how the type and extent of control were decided, the honest answer is habit. This matrix rates each supplier on four impact factors and four likelihood factors you can explain to anyone, combines them with weights you control, lets a person override the result with a written reason, and turns the rating into a review date and the controls that go with it.
Who uses it
Supplier quality engineers and supply chain managers, who rate; quality managers, who review the ratings and the overrides.
When
When a supplier is approved, at each review interval the rating sets, and whenever something changes: a recurrence, a lapsed approval, a capacity warning, a new part number or a move of work.
