The problem it solves
Supplier escalation in most shops depends on who is angriest that week. One supplier with three rejected lots gets a phone call; another gets put on probation. Probation has no exit criteria, so it lasts for years. Corrective action requests pile up with no next step when they fail, and the supplier finds out its status from a buyer's email. This matrix writes the rules down once: six levels, what triggers each, what each level does and asks, how a supplier earns its way back, and how long it can stay at a level before a decision is forced. A trigger screen applies the rules the same way to every supplier, and the registers show every open case and every decision.
Who uses it
Supplier quality managers and engineers, purchasing managers, and the operations leader who sponsors escalations at Level 3 and above.
When
Set the levels and triggers once and put them in your purchasing procedure. Screen a supplier at every review and after every rejection, escape or late corrective action. Review the register weekly.
