The problem it solves
Most transition plans fail in one of two ways. Either nothing happens until the final text is published and the registrar asks for an audit date, and the shop then tries to change forty documents, train everyone and run the new records in a quarter; or the shop rewrites its system to the draft, then rewrites it again. This roadmap sets the transition out as six phases, each with a purpose, outputs, the package tool that does the work, and a gate that says when you are ready for the next. It is timed in windows counted from the month the final text is published, because no one can honestly put a calendar date on it yet, and it starts with the work worth doing now.
