The problem it solves
The self-check says where you stand; it does not say what a change will cost or whose time it will take. Leadership needs that before it can approve a plan, and engineering needs it before it agrees to own anything. Without it, the transition is either underestimated (a 'quality project' that turns out to need the IT contractor, the buyers and every engineer) or overestimated and put off. This workbook rates each change item's impact on six areas on a plain four-level scale, adds the effort and the outside cost, and records a decision; and its one-change brief lays out a High-impact change for the plant manager in ten minutes, with options and a cost.

Quality and engineering leadership, with the plant manager who approves the spend.
When
After the self-check (AQL-H01) and while building the planning matrix (AQL-H02); for each change rated High, a brief before the management review that decides it; and again when the final text is published.
