The problem it solves
Every transition ends in document changes, and most shops make them twice: once to draft wording that changes, and again when the final text arrives. Others wait for the final text and then try to revise forty documents in a month, with clause cross-references scattered through all of them. This planner puts every controlled document on one list, read against the seven IA9100 draft themes, with a decision for each: change the practical record now, hold the wording for the final text, decide when the final text is out, or leave it alone. It tracks each change through drafting, review, issue and the briefing that makes it stick, and it records the AS9100D clauses each document cites, so renumbering is a search, not a reread.

Once now, after the self-check (AQL-H01) and the planning matrix (AQL-H02); monthly while changes are in work; and in full within the first months after the final IA9100 text is published.
