The problem it solves

A customer rejects a lot for a finish problem. The parts are yours, but the cause is two tiers down: your machining supplier sent them out for a process you did not know was subcontracted, to a shop you had never heard of. Your purchase order said what to make, and nothing about who the supplier could use or what it had to pass down. The IA9100 draft keeps the expectation that suppliers control their own suppliers (8.4.1) and adds a new one: decide the level of control for each supplier and its sub-tiers, and tell them (8.4.3). This register keeps the PO terms, the levels and the sub-tier reviews in one place.

Who uses it, and when

Supplier quality engineers and buyers, with the quality manager who approves the levels. Once now, to check the PO terms and set a level for every active supplier; when a supplier is added or its risk changes; when a sub-tier list comes back; and at management review.
